Арсенал – главный павильон Александровского парка. Изначально на его месте располагался Монбижу, построенный в 1747–1754 годах по проектам Саввы Чевакинского и Франческо-Бартоломео Растрелли. Он был создан в одном стиле с павильоном «Эрмитаж» в Екатерининском парке и принадлежал к лучшим образцам русского барокко. Монбижу использовался как охотничий павильон и размещался в так называемом Зверинце – на территории, где содержали животных в естественных условиях. Постепенно Зверинец пришел в запустение, а Монбижу обветшал. Александр I принял решение его перестроить и выбрал для нового облика павильона одно из неоготических сооружений в английском королевском парке в Виндзоре.
